People need to carry petitions. The best way is to make many copies. Then have a coordinator who can keep a list of who is carrying the petitions. You have to decide if people will go door-to-door in neighborhoods or how you can reach potential signers. Most stores do not allow people to carry petitions on their property. Once you get them out, you have to get them back and copy them if necessary, and get them where they need to go.
I have left petitions, for certain things, at the local fire station and called neighbors, who int turn, called neighbors to go sign. Then I took them to the state capital.
My daughter also took a petition to her middle school when the school board wanted to change the boundaries of the local schools. Other kids gladly carried petitions and signed. It stopped the planned change for a couple of years.

It's according to what the issue is. If it is a frontliner issue then educated or well-informed citizens will be familiar with it. It would be much easier to circulate petitions in that regard. The best way is to go door-to-door with it, along with a number of volunteers. That way if neighbors have questions, you can tell them your side of the issue for which the petition is for. Also, you set up tables at malls or at stores, and usually a poster would be allowed to address the cause.

Organize a network wherein people will be encouraged to share with at least two other people working as a chain letter and propagate the issues so that people will sign on the petition knowing that the acts being proposed are valid.

I know this does not sound appropriate but it works. Leave a copy of the petition in several bars in your town. They all love to talk and gossip and you will be shocked on how many people sign it.
You can place an add in your newspaper, send out emails to friends and have them send out and on and on on it will be signed.

Hardline facts, some good grammar useage, and reasons why they need to sign your petition. It is your constitutional right to petition but keep it ligitimate.
