Baking soda requires an acid to release the carbon dioxide that makes the bubbles.
Baking powder contains ingredients that produce bubbles when heated so that the acid is not needed.

Baking powder is just baking soda with cream of tartar added. You will sometimes hear baking powder called "double acting", referring to the leavening action of both the baking soda and the cream of tartar.
