Atkins. But there is no 75%, it's all or nothin'. Meat, eggs, cheese. No carbs. No veggies, fruit, milk, sweets, nothin'. It sounds okay at first, but then you find yourself crying over how bad you WANT a piece of broccoli or a freakin' tomato. Portion control and a high fiber diet is a much healthier route.

Yes, it's called the Dr. Atkins, Low-carb diet. The idea behind it is that it's really the sugar or carbohydrates that become the most signifigant source of fat. Carbohydrates like bread, crackers, potatoes, pasta noodles, put fat on you because they change levels of insulin in the body and trigger hunger and also trigger your body to store fat . Eating meat and fat are actually have a less signifigant role in putting fat on your body and help decrease your appetite. Dr. Atkins used it on his heart patients with clogged arteries, and it actually helped them.

I don't know whether there is or not, although a few years back there was a high-protein diet similar to what you describe. However, if you want my humble opinion, that kind of diet is extremely unhealthy, as is any diet that limits you to certain foods. In order to maintain your health and wellbeing, you have to eat a well-balanced diet consisting of all the food groups. A strict protein diet lacks essential vitamins and minerals needed to stay well, and I certainly wouldn't recommend it. It could lead to deficiencies resulting in major health issues.
