There is a time for everything. I find it to be true in any case it is always better to start with making out with full passion. Where that leads you depends on the moment. Before can be just exciting then cutting to the chase. Also before and getting to the sex part really makes things worthwhile. It should be between you and your partner whatever you may decide because what is right for eachother makes it all worthwhile.

Making out passionately helps to build anticipation. It can also be rather intoxicating or sensual, particularly when the other person is a great kisser, energetic but at the same time patient.
I could live without sex. It wouldn't be long before I would dream about all that yummy making out, tho.

depends on your mood, and how long you have been with the person,
my husband and I will sometimes just make out for a day or two, to revive the NEED, then the sex is like......WOW!!
