In 1997 I was assigned to assist the FBI's Los Angeles office with a case. My expertise being electronic security. That includes CCTV.
1. They don,t waste manpower when technology will do the work.

3. I am not sure if you can take a camera past security.
4. Your picture was taken and recorded more than once before you made it to the elevator. Facial recognition software would look for folks they don't want in the building. I only went to floors occupied by the FBI and saw no one wandering the halls. I would bet they would not be bashful about approaching someone acting a bit odd. They get wack jobs in that building every day. I listened to a man that had shot at a helicopter that was hovering behind his house one night. It was the Riverside County Sheriffs bird. They were chasing someone. They arrested him & he wanted the FBI's help in getting the case dismissed. This guy was going on and on about the men in black.
Then again maybe your right. Hope you were not scratching yourself when the picture was taken.

If you had a real concern, then you should have contacted the building security and pointed the person out.
If the person has nothing to hide and simply taking pics for pleasure - no harm will come of him.
Otherwise, if the person was out doing no good, a spy, a terrorist, you helped authorities thwart a plan.
Be diligent - don't be fearful

Most of the people taking pictures ARE tourists.
If a terrorist needed pics of a high profile building, they could probably find it on the internet or use google earth.

sure, there are! Look for wires hanging from their ears, or small ear plugs. They walk around the White House area in Washington DC like that, scoping out tourists. I'm sure you're not interesting to them, so just move along. LOL.

No, the government wouild merely have * and do have * built in cameras that photo everyone that comes in.
Most likely a torurist or someone like a news person seeing if someone will bother them , chase them off, so they can accuse them of constitutional right violation
