Kohls' American Beauty line is very reasonable and is made by Estee Lauder so you are getting top notch make up for much less. They have an eye cream that is awesome for about $20. And you always get coupons from Kohls so you can usually get it for $16 or so. .

Avon makes great eye creams, all at reasonable prices, I'd suggest the gel line, it cools and soothes puffy eyes. Or, go to the grocery store buy a cucumber and cut 2 slices, place them over your eyes and relax for 15 mins, it really does work!

If you are looking for a cheap eye cream (or face mask) you could always try your grocery store... think I am kidding... I am not... honest...
I can't remember specifically which fruit does what but a mixture of avocado, kiwi, lemon peel, and banana works really well at cleansing and tightening of the skin. I am sure you can google it to find out specifics if this interests you. Make sure to test check a spot (normally on your chin near your ear) to make sure the mixture you made doesn't irritate or give you an allergic reaction. Just as there are face creams/masks/lotions specified for certaion skin types so are the fruit/veggie facials. Good luck and make sure to do your research...

There's some by Oil of Olay, Aveeno, Neutrogena, and Nivea, that are really good for tired looking eyes.
You will have to go the store and compare them for yourself, but I like the Aveeno and Nivea ones best.
