Consider draping a twig vine across the top with tiny fairy lights incorporated in the twig vine. On each side, drape a sheer organza drapery panel hanging straight down. Buy the drapery panel in a color that matches the rest of your decor.

There's nothing more romantic than sheers and luxurious drapes, so start by hanging a pair of sheers on a spring rod and place it between the sides of the window casing. Then install a decorative curtain rod as high on the wall as possible and hang drapes in a satin, brocade, jacquard, or some other type of fabric of your choosing. By hanging the sheers, you will have accomplished two things: one, you will have disguised the vertical blinds; and two, you will have given yourself privacy when you open the blinds. Installing the decorative curtain rod high on the wall helps to add height to your walls and lends an air of luxury. To maximize this effect, make sure that you buy drapes that reach the floor. Hope this helps! :)

You could paint them with acrilic paint bought at a craft store or buy a mural, glue it to the blinds in one piece then using a utility knife, slice the mural where the blinds seperate.
Good Luck

put your favorite sheer curtains over them with the right lightening and you will not see the blinds but if you do not want curtains than stenciling flowers or designs will help to cover them too, this is something that takes time but once it is done it is beautiful and adds character to your blinds

You could put up a scarf treatment over the top and down the sides; you could put up artificial vines of leaves, or flowers with leaves.

1] lace curtains - even black net, if that matches
2] flower print curtains [ 'sophisticated' flowers like roses or lilies, not daisies or sunflowers ]
3] velvet drapes
4] multiple sets of sheers - ex: if your room is peach with blue bedding, do multiple sets of alternating peach/blue/peach/blue sheers.
