There is not a time limit, but there is a limit as to what can be done. At some point, there is not point in going back out as there are not spots/points to gain from where a driver would finish if they just stayed in the garage.

No limit. They can return to the race anytime before it's over, as long as they can keep up with minimum speed.
Remember year long points are the goal for the Nascar championship, so running laps even in a wrecked car counts toward the points.
