The crew chief is the person responsible for making sure the car is race worthy and within the rules.
The latest suspension involving Junior's crew chief occured because modified parts were discovered on Junior's car in a specific area of particular scrutiny.
The parts and the effect thay would have had on the car during the race would have been detrimental to the cars performance and not what would be called a "cheat".
However, the parts were modified and therefore illegal. NASCAR got the attention of all the crew chiefs when they nailed a crew chief with an "honest" reputation for a rules violation that would not have been a competitive advantage.
It's what's called a "heads up" to those more "dishonest" crew chiefs to mind their p's and q's on playing around with NASCAR mandated untouchables to gain a competitive advantage.
Considering the $100,000 fine, 6 race suspension, 100 driver points and 100 owner points, was levied against a car the infraction would have slowed, what would the penalty be for one that made the car faster?
Every crew chief in NASCAR is wondering the same thing.

If a team violates a NASCAR rule the crew chief can be suspended and or fined.He is to be the person in charge of the team.
The clause is " an Act that is detrimental to the sport".The infraction could be an illegal part or foreign substance or even the team members fighting.

You get caught cheating by doing something illegal according to Nascar, that could be an advantage or even a disadvantage but Nascar doesn't like it. It violates the rules.

You allow your team to do something illegal to the car.
You're the Crew Chief. It's YOUR responsibility to make sure that your team is doing their jobs properly. If they're not, then you're not doing your job, you're not paying attention, or you're sanctioning their actions.
If you can't accept responsibility for your team, you shouldn't be in charge of them.
