1]The blue sky with clouds listed above sounds good, and will go with different design themes. Add a rainbow of all the bear colors on the head-of-bed wall, and use those colors in rest of decor.
Either take a sack of bears to the paint store, [ one of each color you want to use ] or bring a large assortment of pastel paint shade brochures home. Ask people at the store if paint shades are 'true' - if they dry the actual shades in the brochure.
2] Paint each wall a different pastel of one of the bears - for instance: pink, yellow, green, and blue. Paint trim another -
purple. Then paint or get appliques and put them on walls that contrast well [ green on pink, purple on yellow, pink on green, peach on blue, etc.]
3] Make sure bedding, curtains use the same shades when you have so many shades in one room. Use the other bearshades for chair, rugs [ try shaggy bathroom rugs - frequently available in many pastels ], lamps, shades, and
candles, etc.
4] Use your carebears as decor - a few on the bed, some on the chair, one on the desk, etc.

go to the paint store get the paper chips of the colors you like and see what goes with all.
they are free.
and
that's how the professionals do it.
and there are cool textures too.
floor paints too.
ask your parents about that possibility
but carpet is always more comfy.especially in cold and wet weather .. even if the color is not so hot.

get a part time job and buy throw rugs. or the wood fro the floor.

Sometimes under old carpet there are hardwood floors. You would just have to clean them up. You might have hardwood under your carpet. Try a light color that matches the burgundy shade of your carpet. Make sure you like that color because you will have to stick with it for awhile! Hope that helps!!

soft pink walls.

get white shelfs to display your care bears. the color of the care bears will dominate the room.

For curtains buy a mulitcolor sheer or stick with the soft pink and a mutli pastel scarf over the top.

I've seen care bear wallpaper, but it really looks more approprite in a nursery room.
Maybe you could paint your walls with light blue paint, and then paint fluffy white clouds on them.
