Reference is usually just someone an employer or person can contact usually by phone to inquire about you. A written recommendation is when someone actually has to write a letter of why you would be qualified etc.

A written recommendation is a testimonial to your knowledge, work ethic, and professionalism. It is usually done on official company paper (with address, phone number and logo) and signed in ink with the title of the person writting it.
A reference is just a name, address, phone number and how they know you.
