Get everyone neutered. It's a dominance thing.

It is a dominance behavior. Your older dog is trying to prove his dominance to your younger dog. He does not care the other dog is also a male, he is just acting out his nature.

Neutering both dogs will ease this behavior, as the testosterone will be minimalized and they both will not care so much.
If this behavior follows the dog to the local dog park or other gathering, it could cause a scuffle or worse.

Do your dogs a favor and alter both of them.

It sounds like your dog is showing his dominance over the younger one. I don't think that its about the mating. Its about him proving that he came into that house first and he is the dominant dog. Our two older dogs (we have three toy poodles) do this to our youngest puppy all the time. We just tell him no and push him off. I'm not sure what the professional way of doing this is, but that's what we do. They haven't done it lately, but they do it from time to time.

Its not a sexual thing at all. Its a dominance action by your mom's dog. Its normal for your mom's dog to do this when you bring you dog over to his house. If you don't like it then tell your moms dog to stop and get him off your dog. Keep telling him to stop and if necessary remove your moms dog from your dog. He'll get the point sooner or late.

Sounds like shes in heat. You will have pups soon i suspect.
2 months from the first tie.,
If you dont want puppies get them fixed. I would start checking up on whelping.

This is a form of dominance.

Once they establish their pack order, that should stop.
