There's been a lot of experiments with cloud seeding, the Soviets in particular (Russians as they are now).

This has met with some success but it's been limited.

The general principle is that the atmosphere can be seeded with particles (usually silver iodide) which act as a nucleii around which a droplet of water forms and subsequently falls to earth as rain.

One problem is that the water has to be in atmosphere in the form of water vapour in the first place, and if there's water vapour in the atmosphere it will fall as rain of it's own accord anyway. The idea with cloud seeding is to speed up the natural cycle and attempt to control where the rain falls. This is also problematic as once the atmosphere has been seeded winds can blow the seeding in an unpredicted manner.

Because of the limited success the experiments have largely been wound down. There is however a variation on the cloud seeding principle being considered as a mean to combating global warming. This involves not so much making rain but making clouds, particularly marine stratocumulus which are 'reflective' and bounce the suns rays back into space. This would work by firing jets of sea water into the atmosphere from boats, the salt particles would act as the nucleii around which the water droplet would form. Get the balance right and clouds can be created over the seas and oceans.

it works if the clouds are already there ,
so does rain dancing and it works in the same way

The people dance anticlockwise around a fire and burn wild sage ,the updrafts from the fire carries the ash from the sage into the clouds and this seeds the clouds

Strange but true .

People alsi shoot magnesium or silver nitrate into the clouds with rockets ,for the same reason .

The best material of all for seeding the clouds is tea dust ,that is why there are always thunder storms hanging over tea plantations .

Failing all that you could try Emailing HAAARP and ask them to punch some holes in the stratosphere to get some miner storms into a big one

what idiot decided the clouds needed to be seeded.rain is H2o get it H2o does some one need to draw you a picture Figure out how to get one hydrogen molecule to join with two oxygen molecules the rest is history or did you want snow there is a recipe. why is that the Sun comes out and evaporates all the water puddles yet when the sun goes down it doesn't rain

It works... but wait till China decides to induce the rain season early for the Olympics.
