It is NOT simply based off the population of a town, though they do use the population to determine min number hired. It actually is based of the crime rate.

There is no actual formula. The size of the police force is whatever the town/city decides to hire and can support. One small suburb in Ohio used to have more police than residents. They were a notorious speed trap. After state law was changed to allow town charters to be revoked by the state, they lasted about 15 min.

Actually, the number of police would be dependent on the financial status of the town... a town like Hollywood, with a lot of rich people living there, who want a lot more security, might be willing to pay for more cops.

Yes it would always be dictated by that factor, as would fire, garbage pick-up, and even drinking establishments. The money comes (not for the bar:) from the tax base (people/houses) residing within this jurisdiction. It can fluctuate depending on any given years budget. I would guess the average ratio might get you 20 officers/employees and a little equipment.

what ever you want, in a story the guidlines you make them thats what makes it fiction, it's never happend before.

10 to 20 officers I which would include one investigator normally. Two office personell, no jail, they would transport any prisoners to the county jail.
Normally one part time animal control assigned.
