You're confusing omniscience with pre-determination. They're not the same.
Omniscience is the "all-knowing" part of god. It means that god knows everything, he is everywhere, sees everything.
Pre-determination is well, exactly that - everyone's actions are pre-determined, and we have no free will, no way to change anything in our lives; it's already been decided how we'll live, and what we'll do (by god... and yes, he knows all that too)
So I think what you're asking is if predetermination exists, was Hitler damned before he was born?
If pre-determination does ~not~ exist, if mankind truly has free will, then no, Hitler was not damned before he was born; it was his own decisions in life that made him do what he did, and it was only after making those decisions and carrying out those actions that he became damned. (we assume)
The interesting question here is this: if pre-determination exists, and there is no free will, is Hitler (or Judas) damned? If he was only doing what God made him do, how, then, could he be sent to hell for carrying out God's will?

There are two sides of the coin in the answer to your question. One side has to do with the doctrine of election that is clearly taught in the Bible. The Bible says that God has to call people to faith in Christ and give them the ability to believe by the work of his Holy Spirit. It says that He chose those whom He would save from before the beginning of creation according to his sovereign will and good pleasure. Read Ephesians chapters 1 & 2 and Romans 8 & 9.
What the Bible does not teach is that God predestines people to go to Hell or that He will reject anyone who seeks to know Him and to claim the salvation offered through faith in the work of Jesus Christ.
John 3:16 "For God so loved the world, that he gave his only Son, that whoever believes in him should not perish but have eternal life. 17 For God did not send his Son into the world to condemn the world, but in order that the world might be saved through him.
Whoever will believe on Jesus shall be saved. The gospel call is for everyone in the world to respond to or to reject. So while God knew that Hitler would reject the offer of salvation, and while God did not perform a personal work of saving the man, Hitler was not damned before he was born in the sense that he was marched through life like a puppet on strings with no opportunity to turn from his wicked ways and to seek salvation from God.

It just means that Hitler had a choice to believe and trust in what the Lord Jesus Christ die on the cross for all that would believe. He died for the sins of the world but Hitler reject His payment for his sins. 1 Corinthians 15: 3 For I delivered unto you first of all that which I also received, how that Christ died for our sins according to the scriptures; 1 Corinthians 15: 4 And that he was buried, and that he rose again the third day according to the scriptures:

Just because God knows the end from the beginning, it doesn't mean that he makes our choices for us. Hitler chose to do what he did and not to obey God and murder millions of people. God will not force the will and make us do something that we otherwise would not.

Hmmm, depends on you beliefs, doesn't it? My interpretation: We all spend an eternity in 'Hell' (I refer to it more often as density, or the Talas of Avichi) on our journey down from being one with the divine, through the higher spiritual realm and physical and the lower spiritual realms then back again through all that to being one again with the divine.
So we are all damned... from a certain point of view.
