Yes. And they can also be born with cranked tails too, but bobtails are very rare. It is a defect. These tails are not called docked. Docked tails are when the natural tail has been removed.

maybe one in a trillion, but its a birth defect and nothing to brag about. its not called being docked. thats where they chop it off. why? because people think it looks cool. same reason why idiots crop the ears on a pit bull. it does nothing to prevent ear infections, they just do it because it looks cool. lame.

Yes, rotties are born with tails. Only a few are born with natural bobs. They are whats called "docked".
