are there any videos that are not in pal or ntsc format and you can play anywhere,in any dvd players in the world? Is there any dvd player that can play either pal or ntsc and in any regions,i'm confused and i really don't know what to do but i want to buy dvds and to collect them

All DVD players can play both PAL and NTSC format disc. It's just that some TVs cannot display NTSC pictures correctly.

Most modern DVD players are multi-region straight from the box, as the manufacturers don't agree with the regional coding imposed by the film studios.

There is no simple solution, but generally I've found that if the DVD is from the USA, NTSC system it will play on a UK DVD player as long as the Player has been hacked to be multi region. Try putting in the make and model of your DVD player on your web search engine and your almost certain to find several sites which will give a multi region hack.
The only other way is to buy only Region 1 (NTSC) DVDs and using DVD shrink, to de-regionalise and Imageburn to write the disc, free software, go to http://www.jaywick.net/software.htm for links. Make Back up copies, that way the originals stay pristine as well.

Due to licensing requirements, NTSC is the format for the America's and Japan, and PAL is the format for most of the rest of the world. I have not seen any DVD players that play both formats (because it is illegal), and even if you do find one (which would be an illegal import, smuggled in past US Customs) you would have a lot of problems playing newer encrypted discs.

Also, TV's sold in the US use NTSC inputs, so if you get past the DVD hurdle, your TV probably wont be able to decode a PAL signal.
