Charlotte, North Carolina has a SouthPark area in southern Charlotte that has Buckheads feel of "old money" it also has an upscale mall much like Phipps Plaza and has lots of good restaurants. It immediatley reminded me of BuckHead.

I think most do. Miami has Coconut Grove and Coral Gables. New Orleans had Lakeside and the Warehouse District, they still have Metarie. That is all I can really think of right now, but most large cities have trendy areas like that.
