Black and Silver Crappie I've always used small Chub minnows, they've brought these Crappies to the hook without question. For Bluegills a nice white grub or a small mealie worm will do the trick every time.
If you can find out where the Bluegills are spawning along the banks in shallow water, making the Redd's, then with a light spinning rod, pop in a small number ten hook with a grub on it, your guaranteed a Bluegill every time. Whether it's anger or really hunger, they'll hit it.

A small bait like a Blakemore Roadrunner turbo tail fished beaneath a slip float/bobber stop can be very successful on panfish. You can actually flip it into shoreline cover and deeper offshore brushpiles. A great way to catch spwaning crappies/blue gill. This setup costs about the same as a dozen minnows but will last for many seasons if you don't break it off and lose it.

The best bait to use is real bait because if the fish nip at it it will like it and come back for more and keep eating and if its artificial then NO fish will like the taste of it...worms is the best because thats what they find in their enviroment the most.

There is no best bait used to catch gills or crappie! If you need a few baits I would stay with for gills,waxworms,redworms or wigglers,crickets and baby leechs.For crappie I would use small fathead minnows fished live or small tube jigs,roadrunners,beetle spins and feather jigs.

I've found using small stuff like a worm cut in half or waxworms and mealworms work best for crappies and bluegills.

i have never had good luck with lures you are better off just using wax worms. they work great for pan fish.
