well most dogs run away because they dont get enough love what you need to do is spend more time with your dog and if it does run away and gettin alot of love chances are its going to come back.
if you love something let it go and if it comes back then you know that it ,oves you too.

However you want. I have a fenced backyard so when my dog wants to go out I let her out there, and if I let her outside and she's not in the backyard I make sure she's on the leash. When I answer the door I make sure to hold her by the collar so she doesn't run out, because she's done that before. She always comes back, but there's a first for everything.
My neighbors use an electric fence. It keeps the dogs in without you needing to put up a wooden fence or having to worry when you let the dog out, as long as they have on the special collar. Their dogs are very timid, though, but I'm not sure if that's because of the fence or the way they are. The fence gives a dog a little shock when they cross it, and keeps giving them periodical shocks until they come back. I wouldn't recommend it.
Yo can also just train your dog not to leave. It usually works, with the exception of my dog, but a few of them might wander off sometimes. My other neighbor's dog used to be found wandering around the neighborhood and people would bring him back. He lived a long, healthy life, though.

Persistence. You teach the dog to come to you. You can take a really long leash and let the dog out the distance and gently pull on the leash while calling a simple command like "Fido, Come" or whatever you feel like the command should be. I prefer to use fanfare and good boys over dog treats ( but the treats are handy :) when you get to the end of the lease w/ the dog. Reward him for coming to you.
Dogs are pack animals and look for the acceptance of that pack (you).
Make sure that when your dog does get away from you and you call him and he comes to you. Don't yell at him out of frustration or anger. That will only confuse the dog "I came and now I'm getting yelled at...next time I shouldn't come back"

He runs out cause he doesn't get enough excersize. Take him for a walk of an hour every day or a while.
How about an upgrade on the fence? Don't tie him up, that's the makings of a viscious dog.

keep it on a leash at all times.
Never leave it out in an unenclosed yard.
Some dogs - no matter how well trained have certain items that will cause it to run (e.g. a squirrel, another dog, a well loved or hated neighbor).
Even the best trained dogs can run away if frightened (e.g. by fireworks for example).
Never let your dog off leash if you are not 100% certain that it will obey. Teaching it basic commands oftentimes works - but you may never be certain that it will listen if distracted. My dog sits and stays in the house but once other factors are introduced, he stops paying 100% attention to me. You can and must work with them in a variety of stimulating environments before you trust them off leash!

Teach it basic obedience commands and that should do it. That will give you the tools to correct bad behavior.

obedience training, if you had taught it the "come" command you'd be having no problem..
2 most important commands you should teach your dog, come & stay, both can save your dogs life......
