I have tried to reduce the size of my pictures (jpeg files) and send them as emails; but when reducing the size the quality worsens quite severely. Is it possible to reduce the on-screen size without reducing the resolution?

download and check out 'ImageResizer'

look for the individual application on the right hand side of the page...it's small, powerful and it works well.
As far as zipping or otherwise compressing a JPEG..it's already compressed and attempting further compression will most likely cause more problems than it solves.

simple answer = no
if you shrink the size of the pics your gonna loose some quality... especially with a program like MS Photo Editor
look into attaining some other image manpulation/editing program
the Picture Manager that comes with Office is fairly good at 'lossless' shrinking of images... as long as you don't resize them to small
if all your doing is sending to someones email try zipping or raring them with a compression program (ie:winzip,7-zip,winrar)
