No, it is not voluntary. A subsection of Title 26 of the U.S. Code is the specific law imposing an income tax on the taxable income of every individual.

Forget that "movie." It was produced by a whacked out tax protestor.

The "voluntary" provision in law simply means that it's your primary responsibility to self-assess your tax liability.

If you fail to do so, the IRS will do it for you but won't likely take all of the deductions and exemptions that you are entitled to, resulting in a much larger tax liability in most cases.

And since you must claim any refund due, if the IRS determines that they owe you money they will not pay it to you until you file a return. If you go 3 years past the filing deadline without filing, you will forfeit the right to the refund.

It is a free country so in a way it is voluntary, but you can best beslieve the IRS will find you and will may you pay eventually, sp pay your taxes. Freedom is not free.

You can definitely do that if you want to pay or if you do not want to pay -- just wait for the IRS to come calling on you and garnish your wages, siphon away your bank account, etc.
