It could be that he thinks the moving -- dripping or trickling -- water from the faucet is fresher than what is in his bowl.
Cats are very finicky about fresh water. The water in their bowl should be changed daily and the dish cleaned each time. Some cats love to drink from pet water fountains, which also filter the water as it passes through the pump, which keeps it fresh.
Or it could be simply a personality quirk. I have a cat who will drink from just about anything -- the fish tank, water in the Christmas tree stand, watering cans for the plants, licking drops off the faucet -- except her nice bowl and drinking fountain.

My husband and I have five cats and we used to have a small water cooler for them but the first/oldest would knock it over and spill it all over the place. I noticed he was always poking at the still water. It's possible there were hairs or dirt in it. He preferred the faucet and taught it to the four kittens we subsequently adopted/rescued. Having five cats waiting impatiently on line to use the sink while we're trying to get ready for work in the morning wasn't very charming for long, so we bought a fountain water system designed for cats. It's a little pricey but worth every penny, about $65.00.
They drink all the water they want and even lick the little slide the water comes out of. It also has a carbon filter on it, so we know the water is fresh. Now they wait on line to use their fountain and my husband and I can brush our teeth in peace.

Ususally cats prefer the water from the faucet rather than their bowls is because the faucet water is colder and fresher.

cats like water from fresh sources. think about it would you like to drink from the faucet or would you like to drink from a bowl where the water has sat out all day? i pick the faucet

Neither.
Cats happen to like their water as fresh as they can get it, and quite a few will actually prefer to drink from a faucet, if they can. I've had a number of kitties do that.

Cats love drinking from faucets the water is cooler and moving. They sell some great fountains for pets my kitty loves his and their not expensive.

Cats prefer running water to still water.. its just the way they are.. I have 4 cats and 3 dogs, the dogs have a water fountain dish that pumps the water.. the cats have a regular dish but thye prefer to drink out of the dog dish. Also they wait for me to turn on the water in the tub so they can drinkl when I am on the can..lol Get your cat a Petmate water fountain and he will love it!

My cat also prefers running water. He refuses to drink from his water bowl and we think it's because the plastic tastes funky to him. Now he drinks out of a martini glass on the counter .We keep it clean and full of fresh water (not gin).

I have 3 cats and they all like freshwater better. All of our cats prefer the facet over leaving a bowl of fresh water.
My suggestion is to buy a water dish that keeps the water moving.

Many cats are curious, and they enjoy running water. It may be that is is fascinating, or they llike the sensation on their tongues.
