If there is major shopping, arenas, libraries, and residential in the core, how do you ban cars? I live in the country where there is no public transportation. I have family living in the core in a senior apartment block. My 98 year old aunt doesn't drive, so how do I take her out anywhere if I can't take my car to her building? If you are going to ban cars from a city centre, the whole area has to be designed and built in such a way as to be totally pedestrian friendly, secure, served by local transit, and surrounded by transit and parking stations.
