No. While it isn't pleasant, it happens all the time. Imagine tourists who get robbed, for example. You can contact the local embassy or consulate, assuming you are traveling in a country which has diplomatic relations with the U.S., and while you may get delayed a bit, it can all be fixed. Assuming you are worrying about this in advance, rather than sitting in a foreign country with your passport missing as you write this, I would strongly recommend that you make a copy of your passport and any other important documents (your driver's license, credit cards, etc.) and carry them separately from the documents themselves, such as in your suitcase. It will speed up the process if you can show them some kind of documentation as to who you are like this (it's not a bad idea for domestic travel either; I got pickpocketed in Chicago a couple of years ago and quickly realized that without my driver's license, I could neither get on a plane nor rent a car, and it was the beginning of a holiday weekend).
