The post is approximately 10 feet high maximum, the stainless steel 'barcode' is possibly 2 feet x 1 foot. They appear at regualr intervals, normally in rural areas.

i think these are for the department of transport - or maybe a traffic survey company - and are used as marker posts when surveys are done.

Are you sure these aren't solar panels, that provide power for traffic monitoring units?
