Don't get a tattoo because mommy suggests it. How old are you? Get one ONLY because YOU are dying to have one!! You don't need to be asking these questions. Everyone reacts differently to pain, even differently to locations. You need to be sure what you want WHEN it is right for you to get one.

firstly only get a tatto if you want one, not cos someone else suggests it, secondly the amount of pain depends on the individuals pain threshold, I have 7 tattoos and my personal opinion is that they were not very painful to have done just a bit achy. For the areas you have asked for I would say
1 neck - 5
2 under toes - 6
3 lower back - 4
4 ankle - 1 going to 4 if it hits the ankle bone
and you can feel the outline more than the colouring due to the detail it entails.

Anywhere close or on the bone 10.
I hear that under the toes is a tender spot so that would also be a 10.
I have one on the inside of my right calf and what irritated (not hurt) me the most was the outline near the done at the front of my leg. Otherwise to me it felt like pin pricks.

I totally agree that every place is different for every person. And some people have a very high tolerance to pain. My tattoo artist thinks i am very backwards because i feel pain where many people do not, and most places that people find really painfully do not bother me. You really have to just do it and see for your self. Also i don't mind the outlining and think the shading is worse, but alot of people differ with me on this as well. It is all up to the individual.

Well hmm I have 4 tattoos. One being on my lower back. It was very painful. I would say its definetly a 10. I think the worst part was on the spine. between the colouring and the outlining for me it depended where he was. they both hurt. Iam going for an ankle tattoo on Friday so I will let you know how painful that was.
good luck

"1 - On the back of the neck" hurts 5 (in scale)
"2 - On the foot under the toes" hurts 8
"3 - On the lower back" a friend told me it's very achy, 10
"4 - On the leg by the ankle" I have 2 tattoos here, and on my experience it's painless at all...

The colouring tends to hurt more because they have to tattoo the same areas over again. and coloured ink tends to sting more when healing.
For your first tattoo try something simple and if possible with just black ink. but make sure it means something to you and that you are okay with the image and location of the tattoo, because getting it removed or covered can be time consuming, costly, painful and annoying.
