There is this guy on campus that keeps hitting on me and asking me out. He's popular and good looking and the professors love him ,but from what I hear from my friends and his closest buddies; he is a sadist. What do I say to him to make him back off?

Ask him if he ever heard about stalking and you will report him to the campus police who should tell the police. Tell him you're not into masochism which would be dating him.

What's wrong with being a sadist? Everyone is to some extent. You tell him no, just like you would any other person. Since you focused in on this one point of "sadism" my guess is your secretly interested because you want him to dominate you.
