anyway, there was a car for sale across the street and a cop car completely crashed into it. How does the owner recover damages? Please tell me from the police department...

The car was parked in a Kohls parking alot away from high traffic areas...that would probably be the only way the car would be hit....the cop car drove over median into the grass and crashed into it...personally the police dept should be responsible...you have ten cop cars chasing this crazy guy... i think its BS if the owner has to pay for the damages. The owner did nothing!!!!!

Simple. Assuming the car was legally parked, the owner files with his insurance company, the insurance company repairs the car and collects from the city, which either has a master insurance policy, or self-insures,

But that isn't necessarily true in all cases. For example, if the vehicle was parked on the street with a for sale sign, and had no insurance in a state (such as California) where the uninsured vehicle is responsible for damages, in that case the owner of the car will not be reimbursed, and in fact will be billed for the damages to the police car.

The owner of the vehicle needs to contact their insurance company and make a report, and let them handle it.

Sue City Hall? are you kidding? That is why you buy comprensive coverage. Most of the time just take it in to your insurance company and have them do all the leg work trying to recover dammages from police departments can take lot's of time. That is why you must keep insurance coverage not just liability on your car. Unless you can afford replacing the car. I just hope the car was for sale was still insured.

That will be up to the jurisdiction that was operating the police vehicle. Some jurisdictions will take care of these things and others will not. If they don't, you'll have to file the claim with your insurance company.
