find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours- body get enough calories when it needs them and has nothing left to store in fat reserves which happens when you eat 3 big meals a day)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training (more muscle=faster metabolism)
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

first off...dont become friends with your weight!! lol...the one thing that will surely speed up your metabolism is eating six small meals a day...every three hours-3 big 2 small.. and try to realize when you are full...it took me a while to really recognize that but it helps adn i lost 5 pound the first week...then 3 the next. it is the best thing that keeps your metabolism at a constant level in stead of with 3 meals it goes up then down then by the next meal it has to work its self up again...which makes it slow...stick to exercise and 6 meals adn the weight will be gone in no time

Green vegetables, especially leafy greens such as spinach, collard greens, etc. , contain a lot of chlorophyll. Chlorophyll is necessary for your liver to make enzymes to cleanse itself. If your liver is not clean enough it is hard to lose weight. I always feel better eating a plate of vegetables in the evening and start losing weight faster.I hope you are sleeping enough, if not you may have higher cortisol levels which cause belly fat.

Lift weights or do power yoga because the increase in lean mass will burn extra calories 24 hours per day. For every lb of muscle you add, you burn an extra 50 calories per day. Therefore, adding 4 lbs of muscle will burn an extra 200 calories per day. This is equivalent to getting the benefit of running 2 miles per day 7 days per week without having to run.
Toofunky is exactly right. However, good nutrition also helps.
Here is a sample workout:

The best thing I have tried is to reduce carbs. If you remove processed sugar and flour, your energy will increase and your weight will start to drop, in spite of how much you eat. There may be a short withdrawal time, but if you start to feel cravings, keep eating protein, vegetables and fruit. The cravings go away within a couple days, and your brain actually tells you what and how much your body needs. My favorite book for inspiration was Suzanne Somer's. She made it sound appealing and easy and explains it simply. Good Luck!

Skywe is right. Small meals and eat often. Your body shuts down and will not burn fat if it has no food to burn. The body will slow down to stop burning. Feed it more and it will speed up. However you need to eat the right food. Stay away for sugar and fried fatty foods. Natural foods and high protein.

Sex.
Lots and lots of it.
Be sure to use a condom, though.
