My dictionary translates the verb "to whisper" into Latin either as "insusurrare" or "susurrare". Hence "I whisper" can be either "insusurro" or "susurro".
The noun "whisperer" translates into Latin as
"susurrator" if referred to a man otherwise is
"susurratrix" if referred to a woman

Insurrare is to whisper.
I think a whisperer would be insurrator.
