Yes. Eli was a priest who got really fat from eating all that meat which was sacrificed. It was lawful to do so. Eli's sons would make deals with other people and took the sacrifice off the altar before the fat was seared off. That was not lawful. God warned Eli's sons about this practice. And eventually they died for their sin. Eli was not judged for eating the meat when it was lawful to do so.

Well, yes. Genesis reports that after the flood, God allowed Noah and his family to add animal meat to their diet. Hence he specifically told them that every moving animal would serve as food for them.
In Genesis, Abraham is reported on as preparing a dish for his angelic visitors - this dish included meat.
Under the Mosaic Law covenant, God regulated which meats were acceptable for his people. Indeed, when he brought them out of Egyptian bondage, at one point they asked for meat to eat and he provided them with quail.
The Bible is replete with accounts which make it clear that it is perfectly acceptable to eat animal meat if that is your desire. God acknowledged that there would certainly be times when we would "crave meat." At Deuteronomy 12:20, God specifically says "whenever your soul (you) craves meat, you may eat meat."
