You could share an entree...some restaurants might have a "plate sharing fee."
But, if you are on a budget, eat in the "hole in the wall" places. They are really cheap and have the delicious food..For instance, instead of going to Tao for good Asian food..take the subway down to Chinatown and enjoy some really really delicious dim sum...

It depends on the eatery. Usually diners and low budget food places don't mind. More expensive establishments will show you the door. After all, they are running a business and have bills to pay.
