Project car 1982 Jeep CJ5, bought out of state brought to CA, tags are expired. To get CA tags must inspect & smog, but need new exhaust first. Can I legally drive to work shop or must tow (big $$)?

You have to go to the DMV and get a temporary registration thingy. Or you could just try and drive it there and hope you don't get caught.

CA has a temp "sticker" that will allow you to drive it for repairs. You need to get insurance first, however. Any DMV office can issue the sticker with proof of insurance and ownership.

One caution though, the vehicle must be road-worthy. If you have no exhaust system at all, you're not road-worthy and will risk a ticket if you drive it even with the sticker.

Doesn't the shop have a tow truck, or a relationship with a tow company that doesn't charge full price? If not, get a tow dolly or a trailer and get it there that way. But no, you can't drive it with expired tags.
