just be honest, tell her your very flattered but theres no way you'd be interested in anything other than a friendship. If she takes offence or is hurt by this that's her problem, not yours, we all have to deal with rejection at some point

I'm a bit sceptical about going the whole 'Look you're nice but...' route. The reason I say this is that some people -male or female - tend to interpret this as 'Ah, if I'm persistent enough...she'll put out/give in...'
Tell her in no uncertain terms that you are not interested, never was, never will be and you'd appreciate it if she stops propositioning you as it's bordering on harassment. That should give her a wake up call.
Too many people put them selves in awkward positions and can't say NO because they are so focused on 'Not hurting the person's feelings'. Not a bad thing in itself but in the hands of predators, this is the quickest way to get yourself into trouble.

Just tell her you're not interested in women. Make sure you temper it by telling her she's nice, but that you are not a lesbian.

As for "giving it a whirl" as has been suggested, don't. Unless you are actually interested, don't just try it for the sake of the experience. She'll be hurt if you just use her for a casual experiment, and she's your neighbor and you'll have to deal with her for a while.

Unfortunately some who are same sex orientated have a hard time accepting no. Some feel if you just explore the curosity then you can be turned or what not. You should tell her once and for all you dont go that route and if she still persists then I would break contact with her if it bothers you that much and dont engage in convos with her.

Do you often have trouble standing up for yourself? You need to make it very clear to her that you think homosex is wrong. As for these people here telling you to "try it," they are jerks. They aren't looking out for your best interests. If you ever did give in, you would feel terrible for years. You need to get this aggressive predatory person out of your life. She thinks you are weak. Tell her you think her lifestyle is wrong and I bet she'll go away and harrass someone else. If a homosexual was doing this to my wife, she'd likely punch them the third time they brought it up.

you got to think of your self in this situation and just tell her politely that you are not interested and that you are more than happy to be her friend and that is all. worse comes to the worse if she does not take a 'no' then ignore her for a while until she understand the message. good luck!!
