They definitely tried, but there are two competing standards, SACD and Audio-DVD that require new players and receivers.

Copy protection is a major pain (you can't rip a SACD or audio-DVD) and most people are happy with very compressed MP3 files. it costs money to produce multi-channel audio and very few people these days have time to sit and listen to multi-channel audio.
