Apply first as a Singapore citizen in order to become a police in Singapore.

Most immigration officers around the world are stern looking, and regardless which nationalities they are attending to. But you should be glad that Singapore Immigration officers only show stern looking. I had encountered more than twice that Malaysia Immigration officers find fault on my passport, and asked for money inorder to clear. Anyway I am a Singaporean.
