It works like this:
Active: John ate the cookies.
Passive: The cookies were eaten by John
In the Active sentence, the order is
Subject + Verb + Object
and in the Passive sentence
the Object becomes the Subject AND the verb "to be" is used with the participle of whatever verb you are using.
ALWAYS: Be sure to properly conjugate the verb "to be"
Examples:
Active: They ran 26 miles.
Passive: 26 miles WERE run.
Active: Everyone saw it.
Passive: It WAS seen...
If you want to include the person or thing doing the action in the passive sentence you have to add a preposition and the name of the person or thing at the end.
Active: The government does it.
Passive: It is done BY THE GOVERNMENT.
Active: My brother told me.
Passive: I was told BY MY BROTHER.
This is the basic rule. There ARE exceptions but they have to be learned on a 1 by 1 basis.

notes
*we can neglect the subject in the passive and to only use object + verb
*the verb is (v. to be in the tense of the active sentence + p.p. of the original verb)
* the tences of v. to be are
(in the present continous-am being,is being,are being)
(in the present -am,is,are)
(in the past-was,were)
(in the future-will be)
(in the present perfect-have been,has been)
(in the past perfect-had been)

Tip:
Remember the object is moved to take the place of the subject. So what came first in the active sentence will come later in the passive.
For example:
The active sentence:
The group will present the report next week.
Now to compose the passive:
Step 1:
The report.....
Step 2:
The report +will be presented...
Step 3:
The report+will be presented+next week.
=The report will be represented next week.
