The legal owner of the vehicle will need to request a duplicate title from the DMV and then sign it over again.

You'll need to contact the previous owner, and request they apply for a duplicate title. They may be wary of doing this, since you failed to transfer title, legally. If the previous owner has completed a seller's report of sale, then you will have difficulty even more so. The owner would have to make a statement that the car was sold, and all the situations following the sale happened after they released interest. I think we can safely say that the previous owner will probably not be too happy with you.

Here's the deal! You bought this used car, but you had not registered it in your name. Then the Title you received was stolen. The original owner will have to be contacted... that person will have to apply for a duplicate title on this car. When they get the duplicate back, send it to you. You then should immediately go to the DMV and apply for the title and register the vehicle in your name.
If the car was purchased from a car lot, they will help you locate this person to apply for a duplicate (or lost) title.
Anyone can say that they lost their title to a newly purchased vehicle. State licensing agencies will only issue a duplicate title to the last legally registered owner of that vehicle, for obvious reasons.
Good luck.

Verify that the title was put on the police report. If thats the case then you would just need to go to the DMV show the police report and if you have it the bill of sale. They will put a flag on the title and issue you a new one. That way if someone else attempts to get the title put in their name or attempts to register a car with a bogus Vin they can stop the process. Noe the problem with this is it will effect the resale value of the car, the reason is you now have a tanted title. Good luck.

No worries a two step process 1) Get the DIN number a long number somewhere that's hard to see. It's engraved metal, if you see it you'll know it. If you can't find it ask a friend, anybody who has owned a car knows where it is.

Go to the Department of Motor Vehicles registration office, the address will be in the phone book and on the internet and they will print the pink slip. If it was bought, the title was changed, trust Mom on this one.

You can report the stolen title and apply for a new one at the DMV. Take the police report with you as they may ask for a reference.
