Of course He loves them. God loves all of his children and creatures. Penguins were not "banished" to Antarctica. Many different kinds of penguins live in many different types of habitats. If you really want to know... here's a website for you -

Well, the joke could go either way, choice up to each reader.
In a past-life they (penguins) didn't believe in global warming, so God punishes them that way or,
in a past-life they were the ones promoting the global warming thing, and it wasn't real after all, hence, God's punishment belies...

There body were more adapted to Antartica. In the Arctic, they would have fallen prey to the Polar Bears. Each creature has been ordained a realm where it could develop and fulfill its mission on this Earth.

Antarctica used to have plenty of ice for them to play on, yummy crill and other shrimplike stuff to eat, etc... but, since God decided to use global warming to punish us, he's making it so they'll have no place to live.

Better than the flightless Great Auk, anyway.
Giving the Great Auk the northern hemisphere, with all those humans, meant they were hunted to extinction.
Well away from humans. That's the ticket to *relative* safety.
