Were the people disobedient? and why were the penalties so harsh?

In the case of Hammurabi, he was apparently governing what was a relatively large empire at the time. A written code of laws made the hand of justice more consistent, such that two people accused of committing the same crime, would have the same sentence even if they appeared before two judges.

The penalties were harsh because society was much more brutal back then.

I'm not really familiar with Hammurabi, but yes, Moses was given the laws to govern the people because they were very disobedient. God caused the flood to happen that destroyed the earth because "violence filled the land". People had become like wild animals in their behavior. Many people (not ALL, but many) were godless and they behaved in godless, debauched, violent, murderous ways. That's why the penalties were so harsh. God was trying to rescue people who were basically "going off a cliff" already morally. That's why the bible says, "Behold both the goodness and the SEVERITY (or "seriousness") of the Lord. In other words, life is not just a game. It's not live and let live if we are going to live like wild animals. If there is no law, then CHAOS reigns, people die, and society is destroyed.

Laws are needed to keep people safe... people like to feel safe. Of course there were people who were disobedient and we like to know that people who disobey are going to be held accountable. Why so harsh? maybe because this was a time when most people didn't have much, not even their own freedom... their life was all they had of value?... at least IMO.

Hammurabi was great in that he knew the law must be known for it to be followed. But i agree some of the laws he put forth were draconian, cruel and stupid. Who knows why he imposed those laws?

Are you living inside a country where there are no laws? or in your home town which does not impose any law?Or in your community without imposing a law on the community level?

Have you gone to school. Did your teacher teach you about the law, about ordinances or about simple law to be implemented? Or have you experienced to be covered by rules and regulations? In your school is there any rules and regulation that is being implemented by your school authorities?

If you will answer me yes, I have covered by the rules and regulations of my school, then you will know the answer to your question.

Of course people were disobedient. It's people, if there were no laws to govern them, there would be chaos!

The laws were needed as in any society, to promote order.
