I'm puzzled. Does it mean "anyway" ?

It's a euphemism for "what the hell" and it usually emphasises the "what", so it can either mean "What do you think" in a sentence such as :"What the hey are you doing there?" or "whatever the consequences" in a sentence such as "Oh, what the hey, I'll just jump in here!".

I've heard it frequently, and I've always thought that it was just a cleaner sanitized version of "What the h*ll"
