You need to know the power rating and impedance rating of the subwoofer.
If it's a 4-ohm sub, then usually the best choice for an amplifier is a 2-channel amp with a "bridged" power rating at or near the subwoofer's power rating.
If it's a dual voice coil sub with 4-ohm voice coils, then use a mono amp with a 2-ohm power rating at or near the subwoofer's power rating.
If it's a dual voice coil sub with 2-ohm voice coils, then treat it as a 4-ohm sub.
If it's some other configuration, or if you're planning to use more than one sub, then add more detail for a better answer.
Your amplifier should have a built-in "low-pass" crossover filter (most do). If you're using a ported box for the sub, it should also have a "subsonic" or "infrasonic" filter.
Mono amps aren't always the best choice for every subwoofer. In the case of a single 4-ohm sub, with most mono amps you'll end up paying for power that you're not going to use.

No
Although you could get one that will transmit down to 1 ohm, and knock the windows out of the car.
As for amps go, I recommend Linear Power. They might be expensive, but they crank alot of power for such a small unit.
