Is it the same as j'etais?

I have been or I was(once!).
It's not the same as j'etais. That means
I was or I used to be.

No, it is not the same as j'étais. They are two different verb tenses.
J'ai été = I was (done and over!)
Passé Composé - This is a completed action in the past.

J'étais = I was (continuously) or "I used to be"
Imparfait - This indicates an ongoing action or state in the past


Both are past tenses.

J'ai été = I have been.
J'étais = I was/ I used to be

Example:
J'ai été en France = I have been to France.
Quand j'étais en France = When I was in France.
