Why didn't he send one to Adam and Eve? He would have had to forgive only two people, and the human race would have been spared thousands of years of misery, war, and sin. God isn't a very good planner.

Timing. Before the world was created, God had already decided when, where, and why Jesus would come. That's as far as we can speculate, for no one knows the mind of God. But God did send Noah to warn the people that God would judge their sins.

Noahs day was not any different from today. We have Jesus today and people still die physical death. So was it also at that time, the drowning was simply physical death because their savior at that time would have been Noah but nobody listened to him. The same today when people don't hesr the voice of Jesus.

It wasn't the time. Things had to happen first before Jesus could come into the picture and save mankind.

Maybe he knew no one would believe in the savior. After all, very few people believed in Jesus when they knew him.
It was just easier to kill everyone.
