A teenage couple can go for a date with a $20 budget i guess that would be in the park.Where they can have a picnic while enjoying their view around them,getting to know each other and talking about their career plans for the future.In the future, I guess by that time, they will have different careers and they will not be together then, so if there's a chance that they will going to meet again,that's the time to ask him/her for a cozy date and if you both realize that you still love each other then go for a serious relationship that would really last.

well, i'm a teenager myself.. some dates i've been on are:
-movies and dinner. dinner should come after, so you have something to talk about if you dont have enough to talk about already. you can even go out for fast food, as long as you have fun!
-a carnival of some sort. i live in sf and the closest thing to a carnival is fisherman's wharf. it's really cute to be somewhere like that at night time.
-bowling or ice skating are fun, esp. if you invite a few other people.
-dinner and movie at home! if ur willing to have the date at your own house, this is perfect. you two will have the chance to cook/bake something together. all you need to do on top of that is rent a movie.
-special events. if you pick up a local newspaper, they should have a list of events happening over the weekend.
-shopping. if you two know someone with a birthday coming up, you can look for a gift together.

the list goes on. these are just some classic dates i can think of at the top of my head. hope this helps! and have fun on your date :)

The zoo. Neither of you have probably been there since you were kids. There are a lot of people and you can look at animals, share popcorn, etc. it's a non-threatening environment.

Movies, Pizza or similar. Another option is do something spontaneous and don't plan anything just wing it. More memorable if it is spontaneous.

why don't you two rent a movie and watch it at either one of your houses or you all can hang out at the mall and then have dinner together

an old abadoned saw mill, a closed down mental institution, any dark forest, or maybe an all night haunted carnival.
