If it's very light try getting some CLP or other oil and wiping hard and it should come off, if not then get the finest steel wool they make and very lightly rub it off.
It shouldn't scratch it really. And we're talking about an 870, it's a workhorse shotgun, not meant to be pristine to seal in a case and preserve for 80 years.

Well, there are a lot if, shall we say, interesting answers? I have worked on guns for a large part of my 66 years and I have found the best way to remove light rust from a gun is to use four ought (0000) steel wool and some machine oil such as 3 in 1. Put a good dab of oil on the rusty spot and rub with the steel wool until the rust is gone. If the rust went through the bluing, you will need to get some cold bluing solution and touch up the spot. Cold Blue is available from any gun department or gun dealer. Just follow the directions and you will have the gun looking as good as new.

RemOil and an old tooth brush works just fine for light rust. The discolored area may be where the ring is welded to the barrel. The bluing shows up different on the weld. I have 2 barrels for mine and one is that way.

Try rubbing it with a pencil lead. It will rub off the rust without removing the bluing. Steel wool covers too much area. After using the pencil, coat with oil. This will save you from having to re-blue the gun.

If it is the magazine lug that slips over the magazine tube, it likely is metal discoloration. That magazine ring usually does have a slightly different color. I wouldn't use sandpaper or you will have to re-blue the gun ,which if done professionally, will cost over $100.00. Pencil eraser is good to start with, or just gun solvent or oil. If this discoloration is at a soldiered joint, it likely isn't rust.
Go slow and easy. May not be a problem at all.

Birchwood - Casey makes two products available in disposable towelettes, SHEATH and BARRICADE. These are both good at removing and preventing light rust. You can find them at your local Wal-Mart.
