Some dogs are known to do that. Cockers and beagles are just 2.You don't say what kind of dog it is or how old it is.If it's young then it may have to grow out of it.Greet her outside as much as possible. This is a submissive jester so spanking will only make it worse.Seek out a trainer who handles issues like this for hands on help.

Well so far you've done everything wrong! Excitment Urination is an annoing thing but you must understand that the dog doesn't even know it's doing it. It is a reaction to being over excited.
First you must allow your dog to calm down before you even reconize that she is there. Dont pet her until she is calm and in a sit position. Then only pet her under her chin and not on the top of her head. Remember this will take some time to over come but with your pacients she will out grow this.

NOTE: there is a big difference between Excitment urination and Submissive urination. With a excited dog , happy and just full of joy it's Excitment urination.

With a fearfull dog who is shy, timid and afraid of people it's Submissive urination. These dogs need to have their selfconfidence boosted and learn that people are not something to be fearful of.

This is called "submissive urination". It is a reflex that she has NO CONTROL over! Punishment of any kind will make it WORSE. It is a dogs way of showing you that you are the boss. Many dogs outgrow this behavior as their confidence grows. Ignore her when you come in. Only pet her when she is calm. Work with her in obedience to build her confidence. This is not her fault, so stop punishing her and do not be angry.!!

I think point 3 answers your question. She is submissing herself because she is afraid you are hitting her. You do not hit your dog in ANY circumstance.

Go to the vets to check for any health issues, then try buying a comprehensive puppy/dog training book so you can see yourself what you are doing wrong. Please do not be so ignorant when training your dog.

Punishing her will only make it worse
It is not like regular peeing that she can control

mine too, the vet said not to overfeed water, she will keep drinking and peeing and our carpet stinks from her urine, if we put her outside she waits to come in and pee. the only way to stop this i think is the garage or basment or alot of walks and shampoo carpet alot. good luck
