It's unlikely since in it's day it was considered quite fuel efficient and diesel engines were pretty crude by today's standards. And I don't believe I've ever heard of an air cooled diesel.

Having said that the same engine was used in the Transporter and the possibility exists. Especially in Germany It might be worthwhile to check with a VW Club there.

Not in North America. There probably were in Germany, but that was an awfully long time ago. I wouldn't think there would be any of the old engines left, and if there were, they would be prohibitively expensive to ship here.

You can put any engine in any vehicle, with modification. You could probably find a newer TDI at a salvage yard and mount it in your Bug.. like I said, with modification. Remember though, electrical systems, drive train, transmission... all of these things may and probably would have to be modified.
