If you try to build your chest muscles you will just have perkier man boobs. What you have to do is loose body fat. That is why you have a rack now, you have too much body fat.

The fastest way to loose body fat is to start running or fast walk, depending on your current fitness level. Get some good shoes. You will have to cut your calories and watch your fat intake. Be aware that you will be hungrier in the beginning of your new exercise program so try and not eat so much. It will take you a few weeks to adjust. Dont give up and dont over do it, start slow, and work your way up.
Tips on diet, if you eat hot(spicy) stuff you really cant eat allot. another way to keep from eating too much, if after your meal and you still feel hungry, wait 10 minutes and drink a large glass of water. dont do it right after you eat, you need time to digest. the water serves as a duel roll, cause you need water to loose weight fat.

Best advise I can give you is work through the pain, dont give up. Once you start an exercise program it will be easier to say on a healthy eating program.

You want to do exercises which build up the pectoral muscles in the chest. These muscles pull the arm across the chest, but they do so at a number of angles, so you have to vary the direction of motion when you exercise them. You can use weights or an exercise machine or isometric exerciese.

The pectorals are involved when you bring your arm down from overhead toward the opposite hip, when you bring your arm from an outstretched position at your side across your chest to the other side, and when you bring your arm from down at your side up toward the opposite shoulder, and everything in between.

They are also involved when you hold something heavy between your palms and have to exert inwards, sideways pressure to keep the thing from falling. Here again, there is variation in which part of the muscle is working the hardest, depending on where the weight is - low down, waist level, or neck level. So, get lost of directional variation in your exercises to ensure that you build up all parts of your pecs!
